My tank wouldn’t fill on first use of new White Cartridge. I waited but no dice. I took cartridge out (spilled a little as I forgot to close it) then checked the rubber nipple. It’s cut hadn’t broken all the way through, so I just pinched it gently, making sure the rubber slit was complete… which seems to have fixed it.
Yes this happens from time to time. I’ve had one or two of my cartridges arrive the same as yours. A few months back there seemed to be a batch of cartridges with the valves either not split or partially split. Seems like you rectified your situation. Happy printing!

This happened to me with my first cartridge for my Form 2. Fixed it pretty much the same way.
