Biomed Clear Resin Won't Cure After Dipping

Hi all,
I’m printing a relatively intricate piece in the Biomed Clear resin in which the surface finish is very important.
The finish on unsupported areas is fine, but I have to somehow smooth the support marks down and sanding always leaves a terrible finish.

I tried everything, including sanding in increments up to 2000 grit and finishing with a polishing compound. It always comes out cloudy and slightly scuffed.

As such I have resorted to “dipping” after coming across the technique here https://formlabs.com/blog/creating-camera-lenses-with-stereolithography/
My method was sanding away the support marks with 800 grit sandpaper and then applying as fine a layer as possible using a tiny paintbrush over the sanded areas.
I then cured it for the recommended time(60 minutes).

However, after curing, the resin layer was completely uncured. To the point it could still come off on your finger after touching it.

I’m not sure what I’m doing wrong here or how I can solve this.
